 What uses more CPU time, low or high bitrate ogg?

Well, I think the question is in the subject.

I'm looking to avoid skipping/stuttering, which has been steadily declining with each new firmware release. I'm just wondering what's easier on the neuros CPU.

<q6 works best, higher bitrates will skip, though q6 should be ok unless you are usng MyFi.

To answer your question, high bitrate ogg uses more CPU time.

Have to be careful which Vorbis encoder your using too. Bitrate at -q5 with aoTuVb2 is not the same as -q5 with GT3b2, as one example. More info here for the curious:
