NDBM not running on Windows 7

I know it's a little odd for me to ask a question like this here, but there's a support ticket I'm working on and I can't reproduce this guy's problems.

He's claiming that on Windows 7, NDBM just won't launch.  Java 1.6.0_21, UAC set at level 2/4 (so one lower than default).  I don't have any command-line output from him yet.

I can't reproduce the issue.  He was advised to delete all the settings files for NDBM, and to try running it from a command line.

I'm not exceptionally proficient in Win7 (I just started using it regularly two weeks ago) so I thought I'd see if anyone else had this issue?
