How much better is ogg vorbis than other formats when it comes to overall sound quality in songs?

Depends on what angle you look at it from...

It's license is superior to anything out there.

It's sound quality is vastly superior to most and very competitive against the newest WMA.

Technically it's superior to almost anything out there. For one it supports 255 channels of audio. That's far more than the best Dolby (8 channels in Dolby 7.1).

I suggest you try it yourself on a few tracks ripped directly from CD or other high-quality source... But don't ever transcode lossy formats - you'll just end up with worse than what you started with!

That depends on the bit rate as well as the type of music.
Here are the results of a listening test of various formats at 128 kb/s:

(aotuv being an ogg vorbis encoder, lame is a popular mp3 encoder)
