may I use recordings from  the Neuros MPEG 4 recorder 2 on any "generic" mp4 player?

You should be able to...  I believe it uses the pre-H264 MPEG4 standard, so it doesn't require anything overly specialized hardware-wise...

Yes I think you can because as ChadV said it has pre-H264 MPEG4 standard and it allows you to record to any mp4 player you have . Also you can use the recorder to display photos and play music from your memory card.The recorder has two quality levels for QVGA and WQVGA recording and four for VGA.It may happen that your recording can affect .Do not know more than this. Thank you .
