uninstall the usb 2 drivers in the device manager and then restart. windows xp will reinstall them when you restart. If you have USB 2.0 ports it will say something along the lines of standard enhanced pci-usb controller (the key word being "enhanced") in the device manager.
Do you have any other USB 2 devices you can plug in to check to see if the USB 2 drivers are working?
Sometimes windows likes to be stupid. i have actually run into this before somewhere along the line.
