I know that the Neuros II doesn't draw enough power from the USB port to charge the battery, but when I plug it into the USB port when the battery is completely drained, it seems to work. The battery indicator blinks as if the unit is being powered. The backlight to the screen comes on, but flickers a little bit at first. This worries me, so I turned it off after a minute or so. Does the Neuros draw enough power from USB to power the device? Will it hurt it if I try to do this extensively?

It appears to be charging through the USB2 port, but this is minimal.  It may, without being subjected to transfer or syncronization, charge very slowly.  You probably wouldn't want to test the theory.  If the power is low, you may loose power during syncronization.
If it makes its way through the sync on low power, you could run out after the USB is disconnected.  This would, likely, be when the busy icon is flashing.
